Beautifully Curly Hair

First of all sorry if this is a thread somewhere else but im really seeking advice.

Straight hair on top curly underneath. The break line is about eye level. A pixie cut also reduces the hairs weight making it easier to style with curling. The top layer of hair kind of straightens with a very slight wave and just looks dumb.

How can i get my top layer of hair to match the. Incorporate layers to allow straight hair underneath the opportunity to curl. 2a 2b 2c get more.
